The Decision of the Central Committee of the Communist Party of China on Further Comprehensively Deepening Reform and Promoting Chinese path to modernization pointed out that we should adhere to the reform spirit and strict standards to govern the Party, and strengthen the main responsibility and supervision responsibility of comprehensively and strictly governing the Party. History and reality have proven that it is impossible to strictly govern the Party without clarifying responsibilities, implementing responsibilities, and pursuing accountability. In the new era and new journey, it is necessary to summarize and apply successful experiences, establish a sound responsibility system, consolidate the responsibility of managing and governing the Party, and promote the deepening of comprehensive and strict governance of the Party.

The 'bull nose' of governing the Party

The key to running China's affairs well lies in the Party, and the Party must manage and strictly govern the Party. All Party members have strengthened their sense of responsibility and promoted Party building as a "great project", providing strong guarantees for the Party to lead the people to achieve revolutionary victory.

After the founding of the People's Republic of China, our party faced a new test of taking control of the national political power and further consolidated its responsibility of governing the party. The rectification of the Communist Party carried out from 1951 to 1954 clearly required party organizations at all levels to carefully review and register every party member based on the eight conditions that Communist Party members must possess, and to organize and handle party members who committed serious errors or did not meet the requirements for party membership. The new Party Constitution passed at the Eighth National Congress of the Communist Party of China adds content such as "maintaining the unity of the Party and consolidating the unity of the Party" in terms of the obligations of Party members, emphasizing that "the Party is a unified combat organization linked by discipline that all Party members must abide by". All Party members have strengthened their sense of responsibility and strengthened the Party's own construction under the conditions of governance, ensuring the smooth development of various undertakings of the Party and the country.

In the new era of reform, opening up, and socialist modernization construction, our party has elevated the construction of the party to the height of a "new great project", clearly stating that governing the country must first be governed by the party, and the governance of the party must be strict, requiring the whole party to concentrate on and do a good job in party building. All Party members should strengthen their sense of responsibility, comprehensively enhance Party building in terms of ideology, organization, and work style, continuously improve their leadership and governance levels, and enhance their ability to resist corruption and prevent degeneration. With a new appearance and stronger combat effectiveness, they should lead the people of all ethnic groups in the country to continue to advance triumphantly.

  The Third Plenary Session of the 18th Central Committee of the Communist Party of China clarified the connotation of "two responsibilities" and proposed to "implement the responsibility system for building a clean and honest Party style, with the Party Committee taking the main responsibility and the Discipline Inspection Commission taking the supervisory responsibility", improving and developing the basic pattern of implementing the responsibility system for building a clean and honest Party style. The Regulations on Inner Party Supervision of the CPC passed at the Sixth Plenary Session of the 18th CPC Central Committee stipulates that "implementing the responsibility of comprehensively and strictly governing the Party" is a major content of inner party supervision. Plant a good 'responsibility field'

To implement the comprehensive strict governance of the Party, it is necessary to clarify the responsible persons and their specific requirements, promote Party organizations at all levels and the vast number of Party members and cadres to understand, assume and fulfill their responsibilities, achieve the linkage between the upper and lower levels, and gather a strong force for managing the Party.

The Party committee (Party group) shall fulfill its main responsibilities. The Party must govern the Party, first and foremost the Party committee (Party group) must govern. For a period of time, some party organizations and leading cadres had unclear understanding of their main responsibilities and failed to implement them effectively. For example, some people separate economic development from the leadership of the Party, and have no intention of governing the Party; Some people only focus on seizing power and neglect supervision. If these problems cannot be solved properly, there will be no talk of comprehensively governing the Party strictly.   The key to fulfilling the main responsibility of the Party committee (Party group) is to put the Party's leadership into practice, and to focus on specific and in-depth Party building work in every front, field, and link, resolutely preventing "one hand being tough and the other being soft". Strengthen daily management and supervision, dare to be serious, pay attention to daily work, focus on early and small issues, prevent problems from arising, reflect the strict requirements and care of the organization, and make comprehensive strict governance of the Party the norm. Discipline inspection commissions at all levels should shoulder their supervisory responsibilities. Disciplinary inspection commissions at all levels are specialized organs for internal party supervision, fulfilling their responsibilities of supervision, discipline, and accountability. On the one hand, we should actively assist the Party committee in promoting comprehensive and strict governance of the Party, and promote the coordination and consistency of the main responsibility and supervisory responsibility. Adhere to the combination of ideological education, policy influence, and disciplinary deterrence, strengthen regular supervision and comprehensive management of party members and cadres, and demonstrate kindness through strict management. On the other hand, we must strictly enforce political discipline and rules, strengthen supervision of compliance with the Party Constitution, Party rules, and Party discipline within our jurisdiction, and inspect the implementation of the Party's line, principles, policies, and resolutions. Members of the leadership team and party members and cadres should fulfill their respective responsibilities. Members of the leadership team should fulfill the "dual responsibilities of one position", conscientiously carry out the responsibility of managing the Party and governing the Party in their respective areas, and not think that they are only engaged in business and therefore do not put in enough effort into Party building work. With the sincere wish of caring for the team and colleagues, we will strengthen mutual supervision and strive to work together and be clean. Party members and cadres should always bear in mind that their primary responsibility is to work for the Party, and to embody the comprehensive and strict governance of the Party in all their work and activities. Consciously strengthen the exercise of party spirit, hone political abilities, and improve ideological realm and political consciousness in the serious and earnest political life within the party. Dare to fight against any behavior that weakens the leadership of the Party, shakes the foundation of the Party's governance, violates the Party's political discipline and rules, resolutely opposes the vulgar philosophy and good person mentality of being indifferent and hanging high, knowing that it is wrong and speaking less is better, and resolutely overcomes erroneous tendencies such as embellishing mistakes and not correcting them.

Raise high the 'trump card'

The ancients said that those with heavy responsibilities must have deep worries, and those with high positions must have heavy responsibilities. There is no power to leave responsibility, the greater the power, the greater the responsibility. To fully implement the responsibility of governing the Party, we must adhere to the unity of exercising power and assuming responsibility, firmly grasp the word 'responsibility', grasp the key point of 'accountability', and improve a precise and scientific accountability mechanism.

Mobilize a thousand times, it's better to hold accountable once. Implementing the responsibility of managing and governing the Party, accountability is a powerful lever. Since the 18th National Congress of the Communist Party of China, our party has regarded accountability as a "weapon" for managing and governing the party. We have seriously held accountable a number of typical problems of dereliction of duty and responsibility in the construction and cause of the party, fully reflecting that those who have power must have responsibility, those who have responsibility must take responsibility, and those who neglect their duties must be held accountable. This has effectively promoted the transition of party management from loose and soft to strict and hard. We must correctly grasp the nature and impact of mistakes and errors made by cadres in their work, effectively protect the enthusiasm of cadres for work and entrepreneurship, and achieve a combination of strict management and kindness, as well as incentives and constraints.

Comprehensively and strictly governing the Party is always on the road, and we cannot slack off in governing the Party for a moment. In the new era and new journey, we must firmly grasp the "bull nose" of the responsibility system, constantly improve the responsibility pattern of individual responsibility, unity and coordination, put the responsibility subject in place, the responsibility requirements in place, and the assessment and accountability in place, promote the implementation of the responsibility of managing the party and governing the party, build our party into a stronger Marxist ruling party, and provide fundamental guarantee for further comprehensively deepening reform and promoting Chinese path to modernization.

Firstly, the status needs to be elevated. The working class is the leading class, and industrial workers are the main body of the working class. However, it is widely recognized in society that the attractiveness of the industrial worker profession is not strong, and industrial workers themselves lack a sense of professional identity and pride. To enhance the status of industrial workers, we must first improve their political status, gradually increase the proportion of outstanding industrial workers among party representatives, people's congress representatives, CPPCC members, and representatives of mass organizations, and guide industrial workers to participate in national governance, social governance, and grassroots governance in an orderly manner. It is also necessary to improve the social status of industrial workers, steadily increase the proportion of industrial workers in the selection of model worker and advanced representatives at all levels, increase the publicity of the status of industrial workers as masters, extensively carry out activities such as model workers entering schools, and strive to create a strong atmosphere of respect for labor, knowledge, talent, and creation.

Secondly, the team needs to improve its capabilities. The improvement of industrial workers' skills is the main contradiction in promoting industrial reform. With the improvement of industrial workers' skills, their status and income also increase accordingly. They have both "face" and "inner strength", and can actively learn technology, improve skills, and enhance abilities. We need to improve the skill formation system for industrial workers, build a favorable institutional environment for the improvement of their skill quality, fully leverage the roles of education, human resources, trade unions, society, enterprises, and other parties, reform and improve the relevant institutional systems for vocational education and training, accelerate the construction of the "I+N+N" craftsman college system, implement the craftsman talent cultivation project, promote the formation of a skill ecological chain that integrates cultivation, training, and evaluation, enable industrial workers to actively learn technology, improve skills, and enhance abilities, and strive to cultivate a large industrial worker team with ideals, beliefs, understanding of technology, innovation, and willingness to take responsibility and contribute.

Thirdly, income needs to be increased. To increase the income of industrial workers and enable them to enjoy a high-quality life, it is necessary to gradually address the most concerning, direct, and practical interests of industrial workers. The Opinion has separated the protection of labor and economic rights into a separate article and proposed many innovative measures, fully reflecting the importance attached to the labor and economic rights of industrial workers.

We must conscientiously implement the Implementation Opinions of Shanxi Province on Improving the Treatment of Technical Workers, promote enterprises to establish and improve a salary distribution system for skilled talents based on job value, ability quality, innovation and creation, and performance contribution, innovate skill oriented incentive mechanisms, and continuously improve the reasonable growth of industrial workers' wages and payment guarantee mechanisms.

The fourth is to raise the standard of treatment. The lack of smooth development channels for industrial workers is a prominent problem in the current construction of the industrial workforce. The Opinion starts with the development and treatment of industrial workers, grasps the key to eliminating obstacles to their growth and development, and plans clear development channels for their growth and development from both horizontal and vertical dimensions. Horizontally, we will expand the scope of career development between high skilled talents and professional technical talents, and explore the two-way comparison between vocational qualifications, vocational skill levels, and corresponding professional titles and educational backgrounds. Vertically, we need to fully implement the "New Level 8 Worker" vocational skill level system, improve the career development sequence of skilled talents, and break the "ceiling" of career development.

The fifth is to raise morale during activities. Shanxi Province achieved the first place in the 8th National Employee Vocational Skills Competition, demonstrating the excellent style of our province's industrial workers and inspiring them greatly. Through leg training, cultural and sports activities, comfort activities, skill competitions, etc., we should fully stimulate the enthusiasm of employees, unite their spirit and energy, guide industrial workers to focus on their positions, study diligently, delve deeper into research, and enhance their innovation consciousness and ability.

Six is to improve work efficiency. The improvement of skills and job innovation in the workforce will inevitably lead to an increase in labor productivity and improve enterprise efficiency, which is also a necessary aspect of deepening industrial reform. From the perspective of promoting industrial reform work, efficiency, effectiveness, and effectiveness should also be emphasized. It is necessary to establish a communication mechanism between relevant departments, improve communication efficiency, integrate resources, form a joint force, and implement various reform measures in detail.

Seventh, enterprises need to improve their quality. The role of enterprises as the main body is the "last mile" in promoting industrial reform work. 2、 Effectively fulfill the role of the trade union in leading and grasping the overall functions, and focus on the eight "solutions"

Trade union organizations at all levels must play a leading and overall role, strengthen overall planning and coordination, promote the formation of work synergy, and leverage the advantages of a sound trade union organizational system, close connections with industrial workers, and familiarity with the needs of industrial workers. The fourth is to relieve stress in the body. To meet the physical and mental health needs of industrial workers as the starting point and foothold, we should regularly and accurately carry out a variety of cultural and sports activities for employees, create an upgraded "Gong" series of cultural and sports activity brands for employees, guide industrial workers to balance work and rest, release stress, and work comfortably.

Five is psychological relief. The mental health of industrial workers is a key factor affecting work efficiency and personal happiness index. As the "mother's family" of workers, trade unions play an increasingly prominent role in paying attention to and supporting the mental health of industrial workers. We should provide humanistic care and psychological counseling for industrial workers through psychological counseling, training, volunteer services, and other means, and build a psychological health service system for employees, so that they can work and live happily.

Six is to relieve worries in life. We will continue to enhance traditional brands such as the "Four Deliverables" of trade unions, and effectively enhance the sense of gain, happiness, and security of industrial workers.

Seven is to solve production difficulties. The front line of production is the most concentrated place for technical problems in enterprises, and it is also a vast space for innovation among workers. We should focus on the key and difficult points of enterprise production and operation, extensively and deeply carry out various levels and types of labor skills competitions, as well as mass innovation activities such as "five small", to solve technical problems in the production process, improve efficiency, and create benefits.

Eight is risk mitigation. Safety in production is more important than Mount Tai. We need to strengthen safety production education and training, resolve various safety hazards, increase the protection of labor safety in special industries, extend the reach of employee health workstations and grassroots labor relations legal service stations, safeguard the rights and interests of employees' lives and health, and maintain the harmony and stability of the workforce and the overall social situation.

Practice has proven that industrial workers are important participants, active promoters, and direct beneficiaries of reform. Whether the industrial reform is carried out well or not, industrial workers have the most say. In deepening reform, we must adhere to the reform orientation centered on industrial workers, firmly establish the development concept centered on the people, and persist in serving industrial workers, relying on industrial workers, and benefiting industrial workers. We must always plan and promote reforms around the characteristics and needs of industrial workers, stimulate their sense of ownership, mobilize their enthusiasm, initiative, and creativity, and inject strong impetus into the reform. We must focus on solving the difficulties faced by the industrial workforce, deepen reforms from strengthening the development of party members among industrial workers, increasing their economic income, and expanding their development channels, so that the vast number of industrial workers can benefit from the reforms.

Trade union cadres at all levels must be good promoters and doers of deepening industrial reform, work hard and forge ahead, do good work for a long time, do good work and achieve good results, firmly promote the construction and reform of industrial workers in the province to a new level and achieve new results, and strive to provide a solid talent guarantee and intellectual support for writing the chapter of Chinese path to modernization in Shanxi.
