The Decision of the Central Committee of the Communist Party of China on Further Comprehensively Deepening Reform and Promoting Chinese path to modernization pointed out that we should adhere to the reform spirit and strict standards to govern the Party, and strengthen the main responsibility and supervision responsibility of comprehensively and strictly governing the Party. History and reality have proven that it is impossible to strictly govern the Party without clarifying responsibilities, implementing responsibilities, and pursuing accountability. In the new era and new journey, it is necessary to summarize and apply successful experiences, establish a sound responsibility system, consolidate the responsibility of managing and governing the Party, and promote the deepening of comprehensive and strict governance of the Party.
The 'bull nose' of governing the Party

The rectification of the Communist Party carried out from 1951 to 1954 clearly required party organizations at all levels to carefully review and register every party member based on the eight conditions that Communist Party members must possess, and to organize and handle party members who committed serious errors or did not meet the requirements for party membership. The new Party Constitution passed at the Eighth National Congress of the Communist Party of China adds content such as "maintaining the unity of the Party and consolidating the unity of the Party" in terms of the obligations of Party members, emphasizing that "the Party is a unified combat organization linked by discipline that all Party members must abide by". All Party members have strengthened their sense of responsibility and strengthened the Party's own construction under the conditions of governance, ensuring the smooth development of various undertakings of the Party and the country.

All Party members should strengthen their sense of responsibility, comprehensively enhance Party building in terms of ideology, organization, and work style, continuously improve their leadership and governance levels, and enhance their ability to resist corruption and prevent degeneration. With a new appearance and stronger combat effectiveness, they should lead the people of all ethnic groups in the country to continue to advance triumphantly.
  The Third Plenary Session of the 18th Central Committee of the Communist Party of China clarified the connotation of "two responsibilities" and proposed to "implement the responsibility system for building a clean and honest Party style, with the Party Committee taking the main responsibility and the Discipline Inspection Commission taking the supervisory responsibility", improving and developing the basic pattern of implementing the responsibility system for building a clean and honest Party style. The Regulations on Inner Party Supervision of the CPC passed at the Sixth Plenary Session of the 18th CPC Central Committee stipulates that "implementing the responsibility of comprehensively and strictly governing the Party" is a major content of inner party supervision. "The Party committee (Party group) bears the main responsibility in the inner party supervision, the secretary is the first responsible person, and the members of the Standing Committee (Party group members) and Party committee perform their supervision responsibilities within the scope of their responsibilities", further enriching the responsibility for implementing relevant intra party laws and regulations. Plant a good 'responsibility field'

If these problems cannot be solved properly, there will be no talk of comprehensively governing the Party strictly.   The key to fulfilling the main responsibility of the Party committee (Party group) is to put the Party's leadership into practice, and to focus on specific and in-depth Party building work in every front, field, and link, resolutely preventing "one hand being tough and the other being soft". Strengthen daily management and supervision, dare to be serious, pay attention to daily work, focus on early and small issues, prevent problems from arising, reflect the strict requirements and care of the organization, and make comprehensive strict governance of the Party the norm. Discipline inspection commissions at all levels should shoulder their supervisory responsibilities. Disciplinary inspection commissions at all levels are specialized organs for internal party supervision, fulfilling their responsibilities of supervision, discipline, and accountability. On the one hand, we should actively assist the Party committee in promoting comprehensive and strict governance of the Party, and promote the coordination and consistency of the main responsibility and supervisory responsibility. Adhere to the combination of ideological education, policy influence, and disciplinary deterrence, strengthen regular supervision and comprehensive management of party members and cadres, and demonstrate kindness through strict management. Raise high the 'trump card'
The ancients said that those with heavy responsibilities must have deep worries, and those with high positions must have heavy responsibilities. There is no power to leave responsibility, the greater the power, the greater the responsibility. To fully implement the responsibility of governing the Party, we must adhere to the unity of exercising power and assuming responsibility, firmly grasp the word 'responsibility', grasp the key point of 'accountability', and improve a precise and scientific accountability mechanism.
Mobilize a thousand times, it's better to hold accountable once. Implementing the responsibility of managing and governing the Party, accountability is a powerful lever. Since the 18th National Congress of the Communist Party of China, our party has regarded accountability as a "weapon" for managing and governing the party. Comprehensively and strictly governing the Party is always on the road, and we cannot slack off in governing the Party for a moment. In the new era and new journey, we must firmly grasp the "bull nose" of the responsibility system, constantly improve the responsibility pattern of individual responsibility, unity and coordination, put the responsibility subject in place, the responsibility requirements in place, and the assessment and accountability in place, promote the implementation of the responsibility of managing the party and governing the party, build our party into a stronger Marxist ruling party, and provide fundamental guarantee for further comprehensively deepening reform and promoting Chinese path to modernization.

However, it is widely recognized in society that the attractiveness of the industrial worker profession is not strong, and industrial workers themselves lack a sense of professional identity and pride. To enhance the status of industrial workers, we must first improve their political status, gradually increase the proportion of outstanding industrial workers among party representatives, people's congress representatives, CPPCC members, and representatives of mass organizations, and guide industrial workers to participate in national governance, social governance, and grassroots governance in an orderly manner. It is also necessary to improve the social status of industrial workers, steadily increase the proportion of industrial workers in the selection of model worker and advanced representatives at all levels, increase the publicity of the status of industrial workers as masters, extensively carry out activities such as model workers entering schools, and strive to create a strong atmosphere of respect for labor, knowledge, talent, and creation.

The Opinion has separated the protection of labor and economic rights into a separate article and proposed many innovative measures, fully reflecting the importance attached to the labor and economic rights of industrial workers.
We must conscientiously implement the Implementation Opinions of Shanxi Province on Improving the Treatment of Technical Workers, promote enterprises to establish and improve a salary distribution system for skilled talents based on job value, ability quality, innovation and creation, and performance contribution, innovate skill oriented incentive mechanisms, and continuously improve the reasonable growth of industrial workers' wages and payment guarantee mechanisms.
The fourth is to raise the standard of treatment. The lack of smooth development channels for industrial workers is a prominent problem in the current construction of the industrial workforce. The Opinion starts with the development and treatment of industrial workers, grasps the key to eliminating obstacles to their growth and development, and plans clear development channels for their growth and development from both horizontal and vertical dimensions. Horizontally, we will expand the scope of career development between high skilled talents and professional technical talents, and explore the two-way comparison between vocational qualifications, vocational skill levels, and corresponding professional titles and educational backgrounds. Vertically, we need to fully implement the "New Level 8 Worker" vocational skill level system, improve the career development sequence of skilled talents, and break the "ceiling" of career development.
The fifth is to raise morale during activities. Six is to improve work efficiency. The improvement of skills and job innovation in the workforce will inevitably lead to an increase in labor productivity and improve enterprise efficiency, which is also a necessary aspect of deepening industrial reform. From the perspective of promoting industrial reform work, efficiency, effectiveness, and effectiveness should also be emphasized. We should focus on the key and difficult points of enterprise production and operation, extensively and deeply carry out various levels and types of labor skills competitions, as well as mass innovation activities such as "five small", to solve technical problems in the production process, improve efficiency, and create benefits.
Eight is risk mitigation. Safety in production is more important than Mount Tai. We need to strengthen safety production education and training, resolve various safety hazards, increase the protection of labor safety in special industries, extend the reach of employee health workstations and grassroots labor relations legal service stations, safeguard the rights and interests of employees' lives and health, and maintain the harmony and stability of the workforce and the overall social situation.
Practice has proven that industrial workers are important participants, active promoters, and direct beneficiaries of reform. Whether the industrial reform is carried out well or not, industrial workers have the most say. In deepening reform, we must adhere to the reform orientation centered on industrial workers, firmly establish the development concept centered on the people, and persist in serving industrial workers, relying on industrial workers, and benefiting industrial workers. We must always plan and promote reforms around the characteristics and needs of industrial workers, stimulate their sense of ownership, mobilize their enthusiasm, initiative, and creativity, and inject strong impetus into the reform. We must focus on solving the difficulties faced by the industrial workforce, deepen reforms from strengthening the development of party members among industrial workers, increasing their economic income, and expanding their development channels, so that the vast number of industrial workers can benefit from the reforms.
