Many early leaders of the Party, such as Mao Zedong, Zhou Enlai, Liu Shaoqi, Li Lisan, Deng Zhongxia, Su Zhaozheng, Cai Hesen, Zhao Shiyan, Wang Hebo, and others, personally led the labor movement, and many also served as leaders of trade unions. After the failure of the 1927 Revolution, the Party continuously strengthened and improved its leadership over the workers' movement. In April 1939, the Central Committee of the Communist Party of China established the Workers' Movement Committee. In August 1948, the Sixth National Labor Congress restored the All-China Federation of Trade Unions, which re realized the great unity of the working class and the organizational unity of the national workers' movement. In March 1949, the Second Plenary Session of the Seventh Central Committee of the Communist Party of China explicitly proposed the policy of wholeheartedly relying on the working class. In September 1956, the Eighth National Congress of the Communist Party of China proposed new requirements for trade union organizations to play a greater role in socialist construction by discussing the main contradictions in society and the fundamental tasks of the Party. In March 1958, the Central Committee of the Communist Party of China held an enlarged meeting of the Politburo, which historically determined that trade unions should implement dual leadership by party organizations at the same level and higher-level trade unions, with the principle of giving priority to the leadership of party organizations at the same level. During this period, under the leadership of the Party and the call of the government, the enthusiasm of the working class to participate in socialist construction, driven by trade union organizations at all levels, was unprecedentedly high, and fruitful results were achieved.

In October 1978, the 9th National Congress of Chinese Trade Unions was held, and Comrade Deng Xiaoping delivered a congratulatory speech to the congress, pointing out the direction for trade union work. In 1982, the 12th National Congress of the Communist Party of China proposed the construction of socialism with Chinese characteristics. In response to the composition of the working class in the new era, it was proposed to greatly strengthen the Party's work in trade unions, making them a strong link connecting the Party and the workers. According to the 13th National Congress of the Communist Party of China, the Party's basic line in the primary stage of socialism was proposed.
